If the apps on your child's device are greyed out, and won't install again, this behavior is in line with what happens to applications after a device reboot rather than an OurPact block. OurPact's technology does not actually delete and reinstall applications to child devices, all that it does is temporarily "hide" apps so that they cant be seen (and, as a result, accessed).
If the device was recently rebooted (specifically if you just paired an iOS child device to Premium through Connect), then - once the apps are tapped/reloaded - they shouldn't grey out again. A few other quick suggestions:
Check the device network connection. Poor connections can grey out apps; if you are using cellular, switch to WiFi (or vice versa).
- Check device storage (Settings > General > About). If the device is out of storage, larger apps may not be able to update.
- Reboot the device.
- Check your iCloud backup settings, to verify if there are recurring backups enabled for the device.
